I'm still trying to pin down the way Zhdez culture has responded to Inukari economics, and Therbings) might be the place that comes clear.
I have really got to sit down and figure out how (if!) the timelines work. Settling planets is not an overnight thing!
It is possible, in the sweet spot of "sufficient industrialization/medicine for enough humans to survive to reproduce" and "not so much industrialization/modernization that people stop having so many children," for the population to double in about forty years. With that math, it's possible to fully populate any polity in Charted Space in two hundred years.
If right voidwhales are the ones most likely to be "beached," this implies they frequent the "shallows" of planetary correspondence zones. Which means they feed on phykons or shoalers, which could mean if they're killed off, the food web gets out of whack.
Been doing some brainstorming.
Zhdi, the Zhdez principle of sharing, means that Zhdez are much less hung up on acquisition and ownership. Objects are used until they're worn out, and should never sit idle as long as someone, somewhere, needs them - you don't just keep that seldom-used item in your closet, because when you need it again there will be someone out there with one you can use.. There is, of course, a Tlech to manage this sort of thing, at varying levels of society, and technology has made this much easier.
The Zhdez economy is, ultimately, capitalistic. What it lacks is the dynamic of personal capital accumulation: "number go up" is simply not something that Zhdez feel rewarded by, and in fact the opposite. Zhdez are great investors, but not for the purpose of making money but instead of the purpose of making things happen.
